According to Wikipedia, Walt Williams played for the Maryland Terrapins (ACC) from 1988-1992. His teammate in the image, John Walsh, played for the Terrapins from 1991-93 according to sports-reference.com. However the only season they played together was 1991-92.
During the 1991-92 sesaon, Maryland played Duke (ACC) three times, twice in the regular season and once during the ACC conference tournament. Although I am not certain, I believe this photo is from their ACC conference tournament matchup because the banner on the table appears to say “tournament” and there appear to be four rows of seating for the press, which would be unusual during a regular season game.
If the above is all true, this photo was taken on Friday, March 13, 1992 at the Charlotte Coliseum. The video of that game is available on youtube here, but they did not introduce the officials at the beginning of the game.
There is a great view of one referee, who might be a match for the photo, for a few seconds at 7:01. There is a great view of another referee, who is not a match with the photo, at 35:25.
