Fri, Dec 1, 1989, Oklahoma St v Pittsburgh, neutral site. The Diet Pepsi Tournament of Champions (in Charlotte). Referees were: Gerry Donaghy, Frank Scagliotta, Steve Gordon. Box score available here.
Update: confirmed this is NOT Steve Gordon.

OK State played Pitt twice in his senior 1989-90 season. 12/1/89 at the Diet Pepsi Tournament of Champions (in Charlotte) & 12/27/89 at the Kuppenheimer Classic at the Omni (in Atlanta). Based on a familiar looking teal court paint, I'd lean towards the Charlotte arena being the neutral site for this photo. They met once in 1988-89, but it was a Pitt home game.”

I'd say that's Steve Gordon on the card. The player behind Houston, only one Pitt player has a uniform number ending in "0"; Darelle Porter. Looking at cards on comc; that Pitt player on the right looks like "TIN" on the jersey; Bobby Martin.”
“The third Pitt player is likely Brian Brush, Seems to be the only name on the 89-90 Pitt roster that fits. No idea on the second OK State player though”
