Update: Thanks to a comment from Ken Koester, and a confirmation from Tom Clark Jr (see above), it appears this official is Tom Clark from a March 15, 1991 NCAA Tournament game between ASU and Rutgers.
The game is available to watch on youtube. In the first half, you can see the officials who worked the game were David Libbey, Tom Clark, and Gary Marcum. In the second half, Isaac Austin has an interaction with an official (Tom Clark?), that potentially is the same interaction as the image from the card depicts.
According to his Wikipedia page, Isaac Austin played for the Arizona State Sun Devils (Pac-10) from 1989-91.
