According to his Wikipedia page, Marcus Kennedy played for the Eastern Michigan Hurons/Eagles (Mid-American Conference) from 1990-91.
Judging by the patch on the officials stripes, I believe this is from a NCAA Tournament game on March 22, 1991 when the Hurons lost to the North Carolina Tar Heels (ACC). If that is true, you can watch the game on youtube here. The officials were: Bobby Dibler, David Bair, and Harrell Allen.
